Quadel - Baltimore

Since 2002, Quadel has managed a special Housing Choice Voucher mobility program, funded to support 2,156 tenant-based, project-based and home ownership vouchers, on behalf of the Housing Authority of Baltimore City (HABC).  The program operates under a court-ordered, partial consent decree that directs HABC to assist family moves to areas within Metropolitan Baltimore designated as non-impacted in terms of poverty, race and assisted housing. 

Quadel has full voucher program management responsibility, including intake, recertification and inspection functions.  In addition, Quadel provides comprehensive mobility counseling services to program participants, manages a home ownership program, and supports project-based development initiatives through owner outreach and counseling services for project-based tenants.
