Quadel - Chicago
Since 1995, Quadel has provided direct management services for the Chicago Housing Authority’s (CHA) Housing Choice Voucher Program, the third largest in the nation. From 1995 through May 2008, Quadel managed the entirety of the CHA’s program including the innovative and nationally recognized Family Self Sufficiency (FSS), Mobility and Homeownership programs. Achievements during Quadel’s management of the CHA’s Housing Choice Voucher Program include:
- More than doubled the number of families receiving assistance — from less than 15,000 families in 1995 to more than 36,000 families in 2008
- Achieved “High Performer” status under HUD’s SEMAP standards.
- Reopened the waiting list for the first time in more than a decade in 1997 and received more than 100,000 applications in a two week period
- Designed and implemented an award-winning Housing Mobility Counseling Program
- Created the largest Voucher Homeownership Program in the nation
- Increased total monthly housing assistance payments to participating landlords from $8 million in 1995 to nearly $25 million in 2007
- Assisted in the CHA’s conversion to a new software system including, implementation of a scanning and electronic document management system
- Developed and implemented customized technology tools to streamline operations and reporting, including workflow management and productivity reporting systems
