Operational Support

Quadel provides short and medium term staffing and operational support services to help improve public housing program performance.  These services include providing interim leadership/senior staffing and turnaround program management, advising Boards of Commissioners and developing policies and procedures for PHA operations.

Policies and procedures

Our direct management experience and knowledge of HUD regulations enables us to assist PHAs in developing and implementing policy and procedure changes that lead to more effective program administration and ensure compliance.  We have assisted PHAs to develop or revise policies and procedures in a variety of areas including the following:

U.S. Department of Housing and Urban Development - 2000-2006

  • Prepared PHA Plans and public housing program operating policies and procedures for 15 agencies under HUD IQC task orders issued by the Memphis and Cleveland Troubled Agency Recovery Centers
  • Services included developing Admissions and Continued Occupancy Policies, Administrative Plans, grievance procedures, pet policies, dwellings leases, rent collection policies, and maintenance plans

Jersey City Housing Authority - 1998-2008

  • Provided a range of services to improve the operations of the Public Housing Admissions and Leasing Unit under a multi-year IQC contract
  • Services included revising the agency's one-strike policy and implementing procedures; revising the ACOP and lease; developing a designated plan for senior housing; developing asset management monthly reports including PHAS and other property management performace indices

Housing Authority of Baltimore City - 2005-present

  • Provided a range of services to improve the operations of the Public Housing Admissions and Leasing Unit under a multi-year IQC contract
  • Services included an assessment of unit operations and procedures, the reengineering of eligibility determination processes and the development of new quality control protocols
