Quadel - Louisiana
From June 2006 to June 2009, Quadel served as a subcontractor to ICF International with responsibility for setting up and administering the Homeowner Assistance Program, providing grants of up to $150,000 per family to homeowners who agree to repair or rebuild their homes or sell their homes and relocate. The Homeowner Assistance Program was a component of the Road Home Program developed in response to the need for housing and neighborhood reconstruction following Hurricanes Katrina and Rita. The State of Louisiana's Office of Community Development (OCD) administered the Road Home Program, with funding in excess of $10 billion in Community Development Block Grant (CDBG) funding. OCD selected ICF International as its contractor to administer the Road Home Program, the largest housing reconstruction program in U.S. history.
During the course of this contract, Quadel hired and trained a workforce of 350 employees to manage up to 12 Homeowner Assistance Centers located in Louisiana and Houston. Quadel front-line Advisors in the Centers were responsible for interviewing families, determining eligibility, reviewing required documentation and processing files in preparation for grant closings. We played a key role in designing policies and procedures, developing program training materials and conducting staff training within two months of contract execution. As of April 2009, Road Home had processed 185,113 applications, interviewed 166,094 families and conducted 124,119 closings.
As the Office of Community Development's requirements evolved, Quadel continues to support the displaced citizens of Louisiana.
Permanent Supportive Housing
In March 2009 Quadel was awarded a contract to administer a Project-Based Voucher program for special needs clients -- the only program of its kind in the country. Voucher recipients include homeless and chronically homeless, mentally and physically disabled, and elderly individuals affected by Hurricanes Katrina and Rita. On May 1, 2009, a 30-day start-up period began, with full operations assumed by Quadel on June 1, 2009. Program services are being coordinated with 6 Local Lead Agencies serving approximately 2000 households in 23 parishes spanning the lower third of Louisiana.

Small Rental Assistance Program
As a component of the Road Home Program, the Small Rental Program provides repair assistance to small-scale rental properties. Quadel provides subject matter expertise for program improvements under a contract with ACS.
