For 2010, Quadel is going “Back to the Basics”. Our 34rd Annual Conference will focus on providing training to prepare your staff to perform their jobs at a higher level. We are also expanding our training to provide Low-Income Housing Tax Credit training with an additional module that addresses the issues that arise when Public Housing Authorities place tax credits on Public Housing properties. Quadel’s HCV Occupancy training is a comprehensive course for new, front-line staff and as a useful refresher for experienced or supervisory staff. Quadel’s approach combines use of classroom lecture, PowerPoint presentations, case studies, course book instruction, and group exercises to further the student’s understanding of the material. Key legislative changes affecting HCV program requirements will be emphasized throughout the training.
The workshop opens with a brief update on new HCV program rules and continues with in-depth discussions of eligibility, limits on assistance to non-citizens, waiting list management and annual income. Discussion of income determination, allowances, and rent calculations continues on the second day, along with voucher issuance and leasing, portability, payment standards, and rent reasonableness.

Our HQS training is a one and one-half day workshop, followed by an optional certification exam administered in the afternoon of the second day. The workshop includes classroom lecture, discussion, and review of training films. The first day begins with an overview of HQS and a program update, followed by a review of general HQS requirements, including performance measures, acceptability criteria, HQS versus local codes, and inspection procedures. The morning ends with a discussion and review of HUD's HQS inspection forms.
The afternoon session focuses on HQS management issues related to the Housing Choice Voucher program. Quadel will cover in detail issues related to briefing tenants and owners, quality control, monitoring, and rent reasonableness determinations. The session continues with a discussion of HQS technical requirements, including bathrooms, heating/plumbing, exteriors, and general interior standards, and general health and safety. The workshop ends with a discussion of lead based paint requirements.

Quadel has created training to focus specifically on blending the occupancy requirements for the public housing program with the compliance requirements for the low income housing tax credit (LIHTC) program.
Quadel’s TaCCs course is a one and a half-day workshop for front-line staff and managers responsible for day-to-day and annual compliance with LIHTC program rules. The course includes the very latest IRS and HUD updates. Since the issuance of the Mixed Finance Rule in the 1990s, PHAs are able to operate like private sector real estate developers. PHAs partner with a variety of actors to create new public housing or to renovate their existing public housing stock. PHAs leverage public housing funds with private monies or other public funding sources to develop or redevelop housing for eligible tenants. The resulting projects may include public housing units, tax credit units, HOME units, Community Development Block Grant (CDBG) units, tax-exempt bond units, taxable bond units, market units etc. Today’s public housing communities involve the most complex financial structures found in affordable housing.
