About the Presenters
Dixie Cristea
Ms. Dixie Cristea is the Director of Compliance and Training for North Carolina Quadel (NCQ) where she oversees HUD compliance for a portfolio of 625 properties. Ms. Cristea has over 12 years of experience working with Project Based Section 8 program management.
Ms. Cristea received her Juris Doctor from the University of North Carolina School of Law, Chapel Hill, NC.

Ms. Cristea received her Bachelor of Arts in Philosophy, Concentration in Philosophy of Law, summa cum laude, from North Carolina State University, Raleigh, NC. In addition, Ms. Cristea also holds:
Assisted Housing Manager (AHM) Certification
Housing Quality Standards (HQS) Certification
Novogradac Property Compliance Certification (NPCC)

Tracy Newman
Mr. Tracy Newman is a Senior Program Manager for Quadel’s Performance Based Contract Administration (PBCA) division. He has over thirty years of experience in the affordable housing industry and has been with Quadel for over 15 years. In his current role he assists with all PBCA contractual related matters for the states of North Carolina and Indiana performance‐based consulting contracts (PBCA) in partnership with the North Carolina Housing Finance Agency and Indiana Housing Community Development Authority that provide PBCA administrative services to the Department of Housing and Urban Development. These contracts provide compliance and administrative oversight for more than 900 project-based affordable housing properties located throughout the states of North Carolina and Indiana.

In addition to his current role, Mr. Newman assumed the responsibilities of the Quality Management Representative for Quadel’s PBCA Division in 2015 where he oversees Quadel’s Quality Management System (QMS) and helps direct all quality activities related to Quadel’s ISO 9001:2008 compliance and registration. He also works closely with and collaborates on a variety of other affordable housing projects in Quadel’s Housing Choice Voucher (HCV) Program Division, Quadel’s Disaster Recovery Services (DRS) Division, Quadel’s Training Division and Quadel’s Business Development Team.

Vinnie Viola, MPA, HCCP
Mr. Vinnie Viola is Principal and Founder of Birch Island Real Estate Consulting, LLC. His company provides asset management consulting services and web-based and private trainings to owners, developers, operators and investors of multifamily housing funded with LIHTC equity. With over 25 years’ experience, Mr. Viola has worked in for-profit, government and not-for-profit organizations that invest in, manage and regulate affordable housing. His career includes ten years in various leadership roles at Boston Financial Investment Management and Boston Capital, through which he gained expertise with asset management best practices. In these roles, Mr. Viola participated in hundreds of investment committee meetings for prospective tax credit investments. He has proactively managed thousands of rental units in hundreds of investment partnerships, comprising over $1 billion in investor contributed equity. Mr. Viola currently provides consulting services in connection with NeighborWorks America’s organizational assessments of charter member organizations, focusing on profitability and production of real estate development, asset management and property management lines of business.

Mr. Viola received his Bachelor of Arts in Geography with concentration in urban planning (magna cum laud) from the University of Massachusetts Boston and Master of Public Affairs from the University of Texas Dallas. He currently serves on NAHB’s Housing Credit Certified Professional (HCCP) Board of Governors and chairs the board’s Professional Development subcommittee.
