The Management Team

Katherine Goar, President
Ms. Goar joined Quadel in 2007 as the Managing Director of Indiana Quadel (INQ), where she oversaw the subsidy administration of 29,000 units of affordable housing. While serving at INQ, she achieved exemplary performance results and obtained ISO 9001:2008 Certification. She was promoted to Director of the Performance Based Contract Administration (PBCA) Division in 2013 with oversight responsibilities for over 60,000 units in Quadel’s PBCA portfolio. She has more than 19 years of affordable housing experience, and has been active for several years within state disability councils and municipal community development corporations. Before joining Quadel, Ms. Goar held the position of Director of Community Development for the City of Anderson (IN) overseeing redevelopment and land use plans utilizing CDBG, HOME, and TIF financing. Ms. Goar was Director of Housing Management for Indianapolis Housing Agency's 2,000 Public Housing units. She has taught Public Management and Public Policy courses for several years at Indiana University (IUPUI).  She holds a Master of Public Administration in Policy Analysis from Indiana University and a Bachelor of Arts from Anderson University.

Roberta Graham, Vice President
Ms. Graham has more than 36 years of affordable housing experience as a local government practitioner and consultant. She directed Quadel’s Housing Choice Voucher (HCV) and Public Housing direct management operations in Memphis, TN; Chicago, IL; Baltimore, MD; Newark, NJ; Miami-Dade, FL; Houston, TX; Chester, PA; and East St. Louis, IL, provided oversight for housing programs for special needs clients in Louisiana and North Carolina, and a USDA-funded Rural Development Voucher Program. She leads Quadel’s participation in a number of research projects, most recently HUD’s Administrative Fee and Rent Reform studies as well as a MacArthur Foundation/John Hopkins University study of the impact of housing vouchers on family success. Prior to joining Quadel in 1986, she held various management positions with Fairfax County (VA) Department of Housing and Community Development in the Public Housing and HCV programs. Ms. Graham holds a Bachelor of Science from James Madison University.

Joan Greer, Chief Operating Officer
Ms. Greer has extensive disaster recovery program design and administration experience using Community Development Block Grant for Disaster Recovery (CDBG-DR) funds. She served as the Director of Operations for the New Jersey Superstorm Sandy Housing Incentive Program and as Program Director for Road Home Homeowner Services for Louisiana’s disaster recovery project following hurricanes Katrina and Rita. Ms. Greer also directed teams for policy development, training, process improvement and applicant outreach for the Louisiana Small Rental Property Program. Prior to joining Quadel in 2007, Ms. Greer served as Director of Service Delivery for Dell Inc. with responsibility for premium technical support contact centers for Home, Small Business and Consumer products. Prior to that, Ms. Greer served in various executive roles for Eastman Kodak subsidiaries including Vice President Qualex, Kodak Service and Support, providing equipment and support for 35,000 retail store fronts. She holds a Master of Business Administration and a Bachelor of Science Degree from Louisiana State University. Ms. Greer is a certified change management consultant.

Jim Evans, Director
Mr. Evans has more than 20 years of experience serving the affordable housing industry. His areas of expertise include the Housing Choice Voucher and Public Housing programs; housing development and finance, including tax credits, and HUD’s Moving to Work demonstration. Mr. Evans managed court ordered and voluntary mobility counseling programs and was awarded the Martin Luther King, Jr. Award by the Maryland HUD Field Office for work associated with fair housing. He has help to create hundreds of project based voucher units, worked on innovative public-private partnership projects using HOPE VI, tax credits, bonds and private equity financing. He has worked with NAHRO at the state and national level to strengthen professional development opportunities for housing professionals and is a Past President of the Maryland Association of Housing and Redevelopment Agencies (MAHRA). He also serves on the National Housing Conference Veterans Housing Task Force. Before joining Quadel, Mr. Evans held leadership roles at the Indianapolis (IN) Housing Agency, Housing Authority of the City of Fort Wayne (IN) and Carroll County (MD) Bureau of Housing and Community Development. Mr. Evans holds his Bachelor of Arts from the College of Notre Dame of Maryland.

Penny VanderWall, Director of Housing Choice Voucher (HCV) and Public Housing Programs
Ms. VanderWall directs technical assistance, consulting and direct management contracts for the HCV and Public Housing programs. She has managed programs and provided expert consulting services to PHAs for more than 35 years. She specializes in conducting assessments of troubled Public Housing and HCV programs and formulating successful recovery plans. Prior to joining Quadel in 2012, Ms. VanderWall served as an independent consultant for 12 years working with more than 40 PHAs to improve efficiency and excellence in their housing programs. Ms. VanderWall also worked at the Denver and Aurora CO Housing Authorities as: Directors of Public Housing and HCV programs and Chief Operating Officer for Section 8 and Client Services, where she administered more than 12,000 Public Housing and HCV units. Ms. VanderWall has received numerous National Association of Housing and Redevelopment Officials and HUD Best Practices Awards for reengineering the HCV program in the early 1990’s. Her contributions include the creation of the nation’s first HCV Lottery System and innovations in reexamination processing, inspections and landlord recruitment and retention. Ms. VanderWall holds a Bachelor of Arts from Metropolitan State College in Colorado.

Sandra Soucie, Director
Ms. Soucie has over 20 years of experience in direct project management and affordable housing program administration. In this role, Ms. Soucie provides technical assistance, management and performance solutions, and consulting for housing choice voucher and public housing programs. Currently Ms. Soucie provides corporate oversight of Quadel’s Housing Choice Voucher program administration contract with the Memphis (TN) Housing Authority where Quadel operates MHA’s high performing Housing Choice Voucher (HCV), Project Based Voucher, Mainstream, and Veteran Affairs Supportive Housing (VASH) programs. Ms. Soucie’s expertise includes program assessment, planning and implementing waiting list openings, maximizing leasing and policy and procedure development. Prior to joining Quadel, Ms. Soucie was the Executive Director of the Gothenburg Housing Authority in Nebraska where she oversaw the agency’s HCV, public housing, Multifamily Section 202, Project Rental Assistance Contracts (PRAC) for frail elderly. She also worked as the personnel manager in the private sector for several years prior to entering the affordable housing industry. Ms. Soucie holds a Master’s degree in Public Policy from the University of Maryland and received her Bachelor’s degree in Human Resources Management from Bellevue University.
