Quadel’s two-day Housing Choice Voucher (HCV) Program and Occupancy training is a comprehensive course combining the use of classroom lecture, PowerPoint presentations, case studies, course book instruction, and group exercises to further participant understanding of the HCV program.
The workshop includes a brief update on key legislative changes and current HCV program rules, in-depth coverage of eligibility, limits on assistance to non-citizens, waiting list management, annual income, allowances and rent calculations, voucher issuance and leasing, portability, payment standards, and rent reasonableness. An overview of SEMAP and HQS is also included.
Participants receive Quadel’s Section 8 Housing Choice Voucher Program Occupancy course book which provides comprehensive coverage of HUD’s occupancy rules and regulations. All of Quadel’s course books are designed to serve as “plain English” reference manuals to assist program staff in their daily functions more efficiently after attending the course.
Quadel offers a certification examination on the optional third day of training. The examination is administered in the afternoon, following a morning review session. It is a four-hour, open-book examination consisting of multiple choice questions and exercises. Participants who pass the examination receive a formal certificate suitable for framing, attesting to their proficiency in housing choice voucher occupancy rules.

*Based on a daily schedule of 8:30 a.m. – 5:00 p.m. with a lunch break from Noon – 1 p.m. Participants are responsible for their own lunch.
