Quadel’s two-day Procurement Basics training is designed to provide participants with a basic understanding of PHA procurement processes including applying the HUD Procurement Handbook and mandated federal requirements, as well as accepted industry policies and procedures.

The components of a “good” procurement policy, responsive to both HUD and state statues, are presented. HUD requirements for small purchases, emergencies, formal bidding and competitive negotiations are reviewed in detail, and “typical” state public contract laws are compared. Internal controls for contract performance monitoring are stressed, and contract administration procedures, including the oversight role of the board of commissioners are discussed.

Contents of the course are designed to provide Executive Directors, managers and administrative staff with the necessary skills to improve contract negotiations, cost competitiveness and overall procurement performance.  The workshop includes an overview of current HCV program rules, key legislative changes, in-depth coverage of eligibility, limits on assistance to non-citizens, waiting list management, annual income, allowances and rent calculations, voucher issuance and leasing, portability, payment standards, and rent reasonableness.  An overview of SEMAP and HQS is also included.
