Partnership Training

In an effort to offer affordably priced training to everyone, Quadel Training has implemented a new option to bring training to your location -- Partnership Training. Unlike Tailored Training, where the organization incurs all the cost, Partnership Training offers an opportunity for organizations, that have easy access to space to host a classroom style training, to partner with Quadel to share the costs involved.  In exchange for providing the space as host and marketing help, Quadel will handle online registration for organizations in your area, trainer costs, and materials.  The only caveat is that there needs to be a minimum of 15 registered to make it feasible, but there are incentives involved if certain registration thresholds are met.

HQS – Indianapolis, IN @ Hoosier Veterans Assistance Foundation (HVAF)

In partnership with Hoosier Veterans Assistance Foundation (HVAF), Quadel is offering a one and one-half day Housing Quality Standards (HQS) training July 31st to August 1st, 2017, with the certification examination administered in the afternoon of the second day. The workshop includes classroom lecture and discussion, PowerPoint slides, and presentation of a training film. The course provides an overview of HQS and a program update, followed by a review of general HQS requirements, including performance measures, acceptability criteria, HQS versus local codes, inspection procedures, and lead-based paint requirements. A discussion and review of HUD’s HQS inspection forms are also included.

Assisted Housing Manager (AHM) Course

Note: This is a Quadel Training being hosted by Colorado Housing and Finance Authority.  They are coordinating all registrations and transactions.

Quadel’s two-day (three with exam) Assisted Housing Manager (AHM) occupancy training helps your property comply with all HUD  program requirements while providing a variety of techniques to ensure that tenant files satisfy RHIIP requirements. Increased monitoring of regulatory compliance by HUD makes this course essential training for front-line staff, managers, and owners of HUD-subsidized multifamily housing.

AHM provides staff with the skills required to earn a superior annual Management and Occupancy Review (MOR). All programs in the HUD Handbook 4350.3 REV-1/CHG-4 are covered, including: Section 8 multifamily housing, Section 236, Section 221(d) (3), Section 202, Section 811, Rent Supplement, RAP and the new Section 811 Project Rental Assistance Projects.

Participants receive a copy of Quadel’s nationally recognized AHM course book. All of Quadel’s course books are designed to provide “plain English” reference manuals to assist program staff perform their daily functions more efficiently after attending the AHM training course.  EIV requirements are included throughout the course book.

HCV Occupancy – Prichard, AL @ Housing Authority of the City of Prichard

In partnership with the Housing Authority of the City of Prichard, Quadel is offering this training at a discounted rate from our regularly scheduled courses.

Quadel’s two-day Housing Choice Voucher (HCV) Program and Occupancy training is a comprehensive course combining the use of classroom lecture, PowerPoint presentations, case studies, course book instruction, and group exercises to further participant understanding of the HCV program.

The workshop includes a brief update on key legislative changes and current HCV program rules, in-depth coverage of eligibility, limits on assistance to non-citizens, waiting list management, annual income, allowances and rent calculations, voucher issuance and leasing, portability, payment standards, and rent reasonableness.  An overview of SEMAP and HQS is also included.

Certification

Quadel offers a certification examination on the third day of training.  The examination is administered in the afternoon, following a morning review session.  It is a four-hour, open-book examination consisting of multiple choice questions and exercises.  Participants who pass the examination receive a formal certificate suitable for framing, attesting to their proficiency in housing choice voucher occupancy rules.

Procurement Basics Course

Quadel’s two-day Procurement Basics training is designed to provide participants with a basic understanding of PHA procurement processes including applying the HUD Procurement Handbook and mandated federal requirements, as well as accepted industry policies and procedures. Contents of the course are designed to provide Executive Directors, managers and administrative staff with the necessary skills to improve contract negotiations, cost competitiveness and overall procurement performance.  The workshop includes an overview of current HCV program rules, key legislative changes, in-depth coverage of eligibility, limits on assistance to non-citizens, waiting list management, annual income, allowances and rent calculations, voucher issuance and leasing, portability, payment standards, and rent reasonableness.  An overview of SEMAP and HQS is also included.

Homeownership – Huntsville, AL @ Gateway Place

In partnership with the Hunstville Housing Authority, Quadel is providing our HCV Homeownership course which gives staff a complete overview including regulatory history, eligibility and selection criteria, program design, as well as a guide for implementation and best practices according to HUD’s requirements. HUD’s Homeownership program provides a unique opportunity for participating PHAs to assist eligible consumers with a monthly housing assistance payment (HAP) to help pay for homeownership expenses associated with a housing unit purchased in accordance with HUD’s regulations. Course participants will learn the fundamentals of becoming a first-time homebuyer including credit, budget, applying for a mortgage and negotiating a purchase contract. Determining eligibility, integration with FSS, partnerships models and working with populations with special needs are also covered.
