Public Housing Specialist (Updated for HOTMA)

Course Details

Quadel’s online Public Housing Specialist course is a comprehensive overview of the Public Housing program to help your staff stay in compliance with all HUD rules and regulations.  This is a four day online course in four-hour sessions, with an optional online certification examination.

Public Housing Supervisor & Manager

Course Details

Quadel’s Public Housing Supervisor & Manager course is an upper level course for supervisory staff that reviews the key program areas covered in the Public Housing Specialist course. The purpose of this course is to help Public Housing Managers understand how to manage people and processes for optimal property and employee performance.

Each chapter in this course focuses on one of three main responsibilities of a Public Housing supervisor.

  • Maintaining a full understanding of program policies;
  • Supporting and managing staff; and
  • Monitoring program performance to ensure compliance and efficiency.

This course does not review actual program policies but rather focuses on the resources supervisors need to interpret policies and monitor performance and compliance independently.

Public Housing Rent Calculation (Updated for HOTMA)

Course Details

Registration Options:

  • In-Person: 1.5 Days of Course Material + Certification Examination in the Afternoon
  • Online: 3, 4-hour Online Sessions + Online Certification Examination

Quadel’s Rent Calculation course, offered as standalone HCV, PH, or combined courses, covers annual income inclusions and exclusions, allowances and deductions, adjusted income, discussion of best-practice interviewing techniques, sample interview questions, verification requirements, rent calculation, choice of rent, and utility allowances. Participants receive Quadel’s Rent Calculation course book.

Quadel offers an optional examination that evaluates participant proficiency in accurate determination of income and rent calculations. Participants who pass receive a formal certificate suitable for framing attesting to their proficiency in income, allowances and rent calculation rules.

NSPIRE for Public Housing

Course Details

The National Standards for the Inspection of Real Estate (NSPIRE) has replaced the UPCS protocol for inspections for Public Housing properties. The goal of Quadel’s NSPIRE for Public Housing course is to familiarize your staff with the new protocol, make them know where the largest point deductions are located, the top defects found during the NSPIRE demonstration, and most importantly, make sure your staff has the capability to find and utilize resources available to answer any questions they may have about this new inspection protocol.

Hearing Officer Essentials

Course Details

Quadel’s Hearing Officer Essentials course provides is a comprehensive course to further each participant’s understanding of HCV Informal Hearings and Public Housing Grievances. During this training, participants will rehearse hearings and grievances processes, learn how the HUD regulations and PHA policies affect their decision, and then practice making the decision determination and writing decisions. Each participant will receive a course book, which will become a comprehensive and useful reference manual for anyone involved in Informal Hearings or Grievances and will provide benefit to all participants long after the training workshop has ended.

Course Details

Quadel’s PHAS workshop gives participants a broad understanding of PHAS requirements and their implications for housing operations. The training highlights the monitoring and tracking systems needed to measure performance under each indicator and will cover all four components of PHAS: physical condition, financial condition, management operations, and resident service and satisfaction.
