Cheiktha Dowers has over 25 years of experience in the affordable housing industry, with significant experience in programs, operations, financial management, compliance, and training. Through Quadel’s partnership with the Memphis Housing Authority, Cheiktha serves as Managing Director of their Housing Choice Voucher Program, where she oversees the distribution of more than $65 million in rental subsidies to approximately 9,000 families. Her executive oversight includes finance, inspections, operations, quality assurance/performance management, owner outreach and customer service. She also serves as a technical expert and often provides training and technical assistance to other PHAs across the country. Ms. Dowers holds a Bachelor of Science Degree in Organizational Management from Palm Beach Atlantic University and a Master of Science Degree in Accounting/Taxation from Nova Southeastern University.
