Ms. Julie O’Connor has more than 31 years of comprehensive experience with the Housing Choice Voucher Program and HUD’s Housing Quality Standards. She serves as a technical expert and interim program director to PHAs. Previously, she managed a Housing Choice Voucher program under Quadel’s subcontract with the Baltimore Regional Housing Partnership. She excels at managing complex projects ranging from mobility, program administration, rapid lease-ups and re-certification reviews.
