President

Katie Goar has been with Quadel since 2007 and became president in 2015. She leads the company with a strong emphasis on customer service, which has significantly improved Quadel’s client service reputation. Her intentional focus on enhancing Quadel’s workplace culture has had significant impact on employee morale and retention and has led to high levels of customer satisfaction. Her extensive background in affordable housing includes positions in city government, management at a public housing authority, and overseeing a portfolio of 60,000 multifamily units. As president, she oversees company performance and client relations at Quadel and its subsidiary offices in Phoenix, Memphis, Indianapolis, Raleigh, Baltimore, and Newark.

In 2024, she shared her inspiring journey on the TEDx stage, emphasizing how a hand up – not a handout – can transform lives and communities. She also hosts ChangeMakers, a Forbes partnership podcast highlighting affordable housing innovators and leaders. Katie is also a member of the Authority Collective, an invitation-only community curated by Forbes Books that brings together executives and thought leaders committed to growth, influence, and impact.

Recognized as one of Affordable Housing News Magazine’s Power Women in 2023,  one of Affordable Housing News Magazine’s Resilient Leaders in 2024 and one of Indy Maven’s Women to Watch in 2025, she is frequently sought after as a speaker and thought leader, bringing both professional expertise and lived experience to the forefront of housing conversations.

In addition to her leadership roles, Katie has taught public management, organization, and policy at Indiana University-Purdue University. She earned a B.A. in Political Science and Spanish from Anderson University and a Master’s in public administration with a focus on policy analysis from Indiana University.
