Sandra Soucie has nearly 30 years of experience in direct project management and affordable housing program administration. Ms. Soucie has directed and supported several HCV engagements, improving performance and compliance in all program areas. Her leadership with the Memphis Housing Authority’s HCV program for over 20 years, has resulted in program size doubling to over 9,000 vouchers, maximized utilization, implementation of PBVs and other special programs, public housing RAD conversion support, and streamlined operations. Ms. Soucie’s expertise includes program assessment, planning and implementing waiting list openings and management, maximizing leasing, and policy and procedure development. She holds a Master’s degree in Public Policy from the University of Maryland and a Bachelor’s degree from Bellevue University.
