Using our experiences transforming PHA programs from Troubled to High Performer, reviewing PHA programs and performing organizational assessments, Quadel designed a Board of Commissioners training course. This course includes the following areas of concentration: agency operations, housing programs, the role of the Board of Commissioners, and ethics and standards of conduct. This course includes supplemental references, including HUD’s Field Office Monitoring of Public Housing Agencies and PHADA’s Code of Professional Ethics for Housing Authority Commissioners.

Quadel’s Procurement Training for PHAs provides staff with the tools they need to comply with HUD procurement requirements, and engage in competitive, fair processes which obtain the best pricing for the PHA. This two-day course includes case studies and a pre and post-test.
The course will provide participants with best practices and recommendations for drafting Requests for Proposals (RFQ), Request for Qualifications (RFQ), contracts and statements of work (SOW). The training will also cover contract administration, bid protests, debarment, Section 3 and wage determinations and labor standards.
Our training covers the HUD Procurement Handbook, governing regulations per 2 CFR §200.317- 200.326, mandatory HUD forms and best practices. It will include the different types of procurement processes such as micro and small purchases; sealed bids; competitive and non-competitive proposals, cooperative business relationships.
PHA leadership, procurement directors and staff, property managers, compliance staff
This 1.5-day course informs public housing agency staff about mold detection, causes, health concerns and remediation procedures in housing units and common areas. The training culminated in a proficiency assessment and certificate of course completion. Upon completion of this course, attendees will be able to recognize different types of mold that can occur in housing units and common areas, understand the common causes of mold, know the health hazards of mold, know about mold remediation and abatement procedures, and understand how to prevent and manage risk from mold.
