The Public Housing (PH) program was one of the first federally funded housing assistance program, and PHAs nationwide still use it as a viable option for providing affordable housing.

Public Housing Specialist

Course Details

Quadel’s Public Housing Specialist training workshop combines use of classroom lecture, PowerPoint presentations, case studies, course book instruction, and group exercises to cover basic public housing occupancy rules.  The course highlights recent changes to HUD rules and regulations affecting the public housing program.

The training begins with a brief overview of the public housing program, including administrative and legislative updates. Detailed discussions of eligibility and intake requirements are followed by detailed guidance on annual income and assets, including exclusions and inclusions, and imputing income from assets.  Day-two continues with income, allowances, and rent calculations, followed by a detailed overview of leasing activities and annual and ongoing functions such as lease enforcement, rent collections, annual examinations, unit transfers, unit inspections, unit turnover activities, and resident relations.  The training ends with an overview of the Public Housing Assessment System (PHAS) with particular attention given to the management indicators.

Asset Management

Course Details

Quadel’s Asset Management course provides a hands-on exploration of the concepts and skills necessary for successful implementation of HUD requirements. Participants gain an overview of the Final Rule on the Public Housing Operating Fund Program and its organizational and staffing implications and learn how to bring these concepts down to the site level. The course includes a certification examination at the end of the workshop. Each participant will receive a course book to serve detailed desk reference after the workshop ends.

Public Housing Assessment System (PHAS)

Course Details

Quadel’s PHAS workshop gives participants a broad understanding of PHAS requirements and their implications for housing operations. The training highlights the monitoring and tracking systems needed to measure performance under each indicator and will cover all four components of PHAS: physical condition, financial condition, management operations, and resident service and satisfaction. Each participant will receive a course book to serve as a detailed desk reference after the workshop ends.

Housing specialists, managers and supervisory staff responsible for the monitoring and submission of PHAS scoring and documentation

Public Housing Rent Calculation

Course Details

Quadel’s two-day course on Public Housing (PH) Rent Calculation covers annual income inclusions and exclusions, allowances and deductions, adjusted income, discussion of best-practice interviewing techniques, sample interview questions, verification requirements, rent calculation, choice of rent, and utility allowances. Participants receive Quadel’s HCV & PH Calculation course book.

Quadel offers an optional examination that evaluates participant proficiency in accurate determination of income and rent calculations. Participants who pass receive a formal certificate suitable for framing attesting to their proficiency in HCV income, allowances, and rent calculation rules.

Public Housing Maintenance

Course Details
